Registration
All bulk power system owners, operators, and users that meet criteria defined in the Statement of Compliance Registry Criteria found in Appendix 5B of the NERC Rules of Procedure are required to register with NERC. The process for registration is described in Section 500 and Appendix 5A of the NERC Rules of Procedure. The NERC Compliance Registry (NCR) lists all registered entities that are subject to compliance with approved Reliability Standards. The current NCR is posted on the NERC website. The ERO Enterprise also has an ERO 101 Informational Package that provides a framework to assist you with becoming a NERC registered entity, including the steps to complete shortly after the registration process has been completed.

Periodic Registration Validation
SERC is responsible for periodically conducting a review of Entity functional registrations, including asset changes, functional area boundaries, and confirming operational agreements are accurately documented, current, and in place, as necessary. This will be conducted periodically by function and as needed for engagements involving asset, function, ownership, and other registration changes. Cores
The Centralized Organization Registration ERO System (CORES) was established to provide consistency and alignment across the ERO for registration activities. CORES is the platform that will allow the entity to manage their registration information, contact information, and functional relationships from one application.
CORES is accessed through the ERO Portal. Information on the CORES project, application functionality and training, and ERO Portal registration is available on the NERC website
NOTE: The SERC Registration and Certification Procedure requires that Compliance contact information be managed in both the SERC Compliance & Committee portal and in CORES. Any changes to current roles (i.e., Primary Compliance Contact, Alternate Compliance Contact and Primary Compliance Officer) should be updated using the Compliance Contact Change Form and submitted with a Subject line of Contact Change to SERCRegistration@serc1.org

The SERC Registration and Certification Procedure requires that initial Registrations and Registration changes be submitted using theRegistration Form and submitted with all applicable supporting documentation (see Registration Form for details). Click the form’s link (under Quick Links below), then click Open > View > Edit Document. Completed forms may be submitted to SERCregistration@serc1.org (mailto:SERCregistration@serc1.org). Following review of initial documentation, SERC Registration staff will assist entities in entering the request into CORES to ensure accuracy of information being entered.

Coordinated Function Registration (CFR) and Joint Registration Organization (JRO)
Coordinated Function Registration (CFR)
A CFR represents an agreement between two or more registered entities sharing or splitting compliance responsibility for Requirements or sub-Requirements within particular Reliability Standard(s) applicable to a specific function.
A CFR must be submitted to the entity’s associated Regional Entity for review and acceptance. Upon acceptance, the CFR is assigned a number and listed on the NERC website. This process is managed through a centralized Coordinated Functional Registration (CFR) Portal on the NERC website. The CFR Portal is also used to update existing CFRs.
To access the CFR Portal you must have access to the ERO Portal (Formerly NERC MyAccount).
Instructions for registering for the ERO Portal and CFR Portal are included in the “CFR Portal User Guide” and Power Point training presentation located on the Organization Registration page on NERC.COM under “Reference Documents”. A link to the CFR Portal is also located on the Organization Registration page under “NERC Registration Tools”.

Joint Registration Organization (JRO)
An entity may register as a JRO on behalf of one or more of its members or related entities for one or more functions for which the members or related entities would otherwise be required to register. The entity accepts, on behalf of such members or related entities, all compliance responsibility for that function or those functions; including all reporting requirements.
To ask SERC to accept a JRO, submit your JRO agreement to SERCregistration@serc1.org
The JRO agreement must be made between the entity seeking to register as a JRO and its members or related entities. The JRO agreement must include a list of the Requirements or sub-Requirements for the function(s) for which the JRO is registering and takes responsibility.
SERC will keep a list of all JROs involving entities registered in the SERC Region.
