Bulk Electric System (BES)

On March 20, 2014, FERC approved the revised definition of Bulk Electric System (BES), as envisioned in FERC Order Nos. 743, 773, and 773-A. The definition includes bright-line core criteria with various inclusions and exclusions. FERC also approved the BES Exception Process for review of elements on a case-by-case basis to allow for exceptions from the definition, where appropriate. The Process

The SERC Regional Process for Implementation of the Bulk Electric System (BES) Definition with SERC Functional Entities has been implemented to assist entities with the ‘bright-line’ application of the BES Definition. The process will ensure the consistent and accurate application of the BES Definition as it applies to the Transmission Owners/Operators (TO/TOP) and Generator Owners/Operators (GO/GOP) within the SERC Region.
